Policy Committee Minutes -- April 28, 2008

SASCO Policy Committee

28 April 2008
Durango Coffee Company
(notes by Dick White)

Attending: Werner Heiber, Rebecca Koeppen, Tom Riesing, Dick White

La PlataCountyCompass. Roy Horvath attended the Fort Lewis Mesa presentation; Rebecca attended in Ignacio; Werner and Dick in Durango. All were impressed by the comprehensiveness of the County effort, in particular, their apparent commitment to systemic review of county budget and operations in the light of the interconnected goals.

What are our next steps?
  • Invite Shawn Nau to the May 8 Board meeting.
  • Aim to have Walt Serfoss (County sustainability manager) and Nancy Andrews (City Green Team leader) at separate meetings later.
  • Should we engage in organizing systems-thinking presentations (if so, whom might we invite?), coordinating among non-profits and possibly among governmental entities?
  • We might explore this question with Shawn Nau. We might also seek time on a City Council study session agenda to discuss how we might help further the city effort.
  • Werner noted advice from Bob Goll (consultant for countyChildren, Youth, and Family Master Plan): work with Administrators; elected officials may change.
  • Rebecca reported that 2009 funding requests must go in to County in June.
  • Dick posed the question: Where do we get our leverage? Two ways: working with policy makers and building citizen support.

Letter to City Council. We reviewed Dick’s draft letter responding to the Green Team presentation. Comments included the following.
  • Abbreviate to focus on a smaller number of points.
  • Concerning metrics, stress baseline and progress indicators, including specific examples such as energy use or CO2 emissions.
  • Stress the need for a broader sustainability perspective.
  • The question of proposing a workshop remains unresolved. We need to sound out City Council interest and also review documents Werner has gathered from Bob Doppelt (Claire Bradshaw’s mentor) and Bob Willard.

Action items.
  • Invite Shawn Nau to Board meeting; consider Walt Serfoss or Nancy Andrews as backups.
  • Contact City Councilors concerning their perspectives on city sustainability efforts. [We should also include Ray LeBlanc and probably Greg Hoch. RW]
  • When we have decided our approach, we should deliver it with public comment at a City Council meeting.
  • We need to move quickly to formulate possible funding requests for 2009 City and County budgets.

Next meeting. Monday, June 2, 5:30-7:00 p.m., Durango Coffee Company meeting room.
